An extended meeting of the Anti-Crisis Council of NGOs and the board of the Ukrainian League of Industrialists and Entrepreneurs (ULIE) has recently been held in Kharkiv to consider proposals for the development of entrepreneurship and the industrial complex in Kharkiv region.
"Investment resources are the foundation for economic development, since the domestic industry – Kharkiv is no exception – needs funds for reconstruction, the introduction of new technologies, access to foreign markets, personnel training amid the conditions of free trade with the EU. In this connection, there are many questions to be addressed to the state – there should be a favorable and stable business environment in the country, while the rights and interests of investors and owners should be protected," ULIE President Anatoliy Kinakh said.
In his view, much depends on the initiative of manufacturers and researchers in the regions. In Kharkiv, they do not expect orders from the center and are trying to solve own problems of access to investment and systematic economic development on their own. One of such projects is the "Creation of a Cluster of Chemical industry and Regional Economic Development Opportunities in Kharkiv, Donetsk and Luhansk regions," which was presented by Director of Kharkiv's Research and Development Institute of Basic Chemistry Iryna Dovhaliuk.
According to her, the proposed project will contribute to the strengthening of economic security in the country, reduction in dependence on imports and the growth of the country's export potential. Kharkiv's Research and Development Institute of Basic Chemistry is able to offer unique developments to the industry of inorganic chemistry. The creation of an industrial park at Slovyansky Soda Plant could become a pilot project. The participation of the Institute as the scientific basis of the chemical cluster will reduce costs for investor at the stage of construction by streamlining infrastructure and minimizing logistics costs of future production. The project will envisage cooperation between participating enterprises and will utilize energy efficient technologies. However, according to the author of the concept, this initiative is impossible to be implemented without government support.
The Anti-Crisis Council of NGOs supported the idea of creating a cluster and decided to ask the government to work out a special law on the formation of a cluster-type industrial policy and the creation of mechanisms of state management. This document must be provided for establishing macroeconomic priorities for enterprises that generate high added value and competitive gross domestic product; support of strategic sectors; effective mechanisms to support basic and applied science; and real opportunities within public-private partnerships.
