Business organizations, companies and experts have actively started involving the newly appointed government in public dialogue on problems of overcoming the crisis and creating conditions for sustainable economic development. The government has been reshuffled "technically" with the use of the quota algorithm; and because of reshuffling haste, it lacks experts with practical experience, as was demanded by the public.
There has been no serious analysis of the previous government's performance, nobody has analyzed the current social and economic situation.
However, representatives of the real sector of the economy insist on a high-level dialogue with the authorities. To do this, they propose the creation of a public government of technocrats, which will be a non-governmental, intellectual platform that will systematically analyze the current state of the economy and propose steps to overcome the crisis and achieve further sustainable development. This decision was supported at an enlarged meeting of the Anti-Crisis Council of NGOs and the Ukrainian League of Industrialists and Entrepreneurs (ULIE).
"The Cabinet's action program has been made public today. It is more the declaration of intentions – without specific phases, responsible persons, and timeframes. Yesterday, the National Reforms Council put forth its proposals as to the action plan for the coming period without having discussed them with the public. But it is clear that such 'isolation' from society that offers its consolidated resources, ideas and achievements won't bring desired results. The public government of technocrats is an intellectual rather than opposition-minded alternative to the Cabinet. It is planned to structure the work according to directions, engage real experts, and 'bring to grass' managerial solutions, proposals amid constant monitoring of the situation. They plan to establish a high level communication channel between the government, businesses and the public," head of the Anti-Crisis Council of NGOs, ULIE President Anatoliy Kinakh said.
The platform for expert and public control of the executive branch (primarily in the economic area) is scheduled to be created in May.
The business community is concerned that the deindustrialization process was going on in the first four months this year. Ukraine is still losing an opportunity to launch advanced, science-based production. R&D financing accounts for a mere 0.2% of GDP. The lack of well-considered economic policy translates into low purchasing power of the population, the contraction of the domestic market. Thus, the average salary in our country – 173 euros – is even lower than the minimum one in Eastern Europe.
Despite all these challenges, the national business is still able to develop, participants in the Anti-Crisis Council meeting agree. Business associations and entrepreneurs have drawn up a new version of the anti-crisis program of joint actions by the government and businesses to articulate their vision of how most pressing problems of the economy should be solved. The anti-crisis program is based on proposals and recommendations of national professional associations. The program can be the real basis for the government's plan for social and economic development in the near-term outlook.
