
The inaugural meeting of the Ukrainian segment of the Reconstruction of Ukraine Council, operating under the Global Institution of World Leaders “Lives Amplified” (New York, USA), took place in Kyiv. The session was opened by Anatoliy Kinakh, Chairman of the Council and President of the Ukrainian League of Industrialists and Entrepreneurs (ULIE).
Among the participants were representatives of leading Ukrainian businesses, business associations, experts, and scientists from the National Academy of Sciences of Ukraine (NASU) and top Ukrainian universities. The meeting was hosted at the premises of the NASU.
In his speech, Mr. Kinakh emphasized that the total damage caused by Russia’s full-scale aggression exceeds $600 billion. Taking into account the losses in potential economic growth, this figure may surpass $1 trillion. The energy infrastructure has been particularly devastated, with up to 50% of generation capacity — including major thermal power plants — lost.
Equally concerning are macroeconomic indicators: imports have reached 40% of GDP, while exports have dropped to 20%. Against this backdrop, producer prices have surged by 52%, and inflation continues to hinder economic recovery.
“Ukraine’s recovery must be based not only on rebuilding what was destroyed, but also on modernization, the introduction of cutting-edge technologies, institutional development, and integration into the European space,” said the Council Chairman.
The initiative to unite the efforts of business, civil society, and international partners arose in response to the lack of effective action by the National Recovery Council (established in 2022) and delays in the implementation of the Ukraine Recovery Plan presented in Lugano that same year. These delays are hindering the inflow of private investment and access to external financing.
The Ukrainian segment of the Council includes seasoned public officials, representatives of the NASU, and leaders of key businesses such as ATB-Market, Monobank, Tascombank, TAS Industrial Group, Astarta, Kargoremtrans, MHP, Krypton, Ukrelectrocable, the Federation of Employers of Ukraine “Defense”, the Ukrainian Agrarian Confederation, the National Institute for Strategic Studies, the State Child Protection Service, the First Voluntary Mobile Hospital named after Mykola Pyrohov, and others. The Council remains open to cooperation and expansion.
Vice President of NASU, Academician Oleh Rafalsky, stated: “Synergy between science and business, as well as professional scientific support for modernization projects, is the key to effective transformation. We are grateful to ULIE for its strategic vision and consistent work on both national and international levels.”
Dmytro Doronin, owner of the international B2B export platform “ALLBiz”, also underscored the importance of structured cooperation: “We have allocated $150,000 to support entrepreneurship near frontline areas. But for real economic impact, a more structured approach is needed. We have high hopes for the Reconstruction Council and are ready to adapt our platform to help investors and small and medium-sized businesses connect more effectively.”
During the session, the Council adopted its official Regulation, outlined activity priorities, and discussed preparations for an international session in Washington, where nearly 30 large-scale projects worth a total of approximately $20 billion will be presented.
According to the Council’s Executive Director and ULIE Vice President Serhiy Tykhonov, the Washington event is scheduled for fall 2025. It will be preceded by a series of meetings between Mr. Kinakh and the leadership of “Lives Amplified” and key international investors in Monaco.
The Council will submit its recommendations and proposals to the Verkhovna Rada, National Security and Defense Council, Cabinet of Ministers, and the Office of the President to coordinate efforts in recovery and modernization. Its work also aligns with the objectives of the Economic Resilience Anti-Crisis Task Force, operating under ULIE, which maintains strong links with government agencies, the business community, and experts.
Background:
The Ukrainian segment of the Council will include thematic committees on energy, demining, infrastructure, agriculture, construction, humanitarian policy, and more. Each area will develop specific projects involving international partners and investors.
The Council operates within “Lives Amplified”, a global institutional platform headquartered in New York, uniting prominent global leaders — current and former presidents, prime ministers, heads of foundations, corporations, and key decision-making centers. Outside the UN, it is the world’s largest forum of influential individuals.
In 2025, Anatoliy Kinakh — President of ULIE and Prime Minister of Ukraine in 2001–2002 — joined the “Lives Amplified” Board Members and was appointed head of the newly established Reconstruction of Ukraine Council. Even during its formation stage, the Council participated in organizing a roundtable in Washington on the modernization of Ukrainian Railways and is now contributing to preparations for the International Ukraine Recovery Conference scheduled for July in Rome.
