Khmelnytsky was born in 1966 in Bayan-Aul (Kazakhstan).
In 1987 through 1991, Khmelnytsky worked as a gas and arc welder and a foreman at a construction and assembling department in Leningrad (now Saint Petersburg), Russia. In 1991-1998, he headed the information department of the U.S.-USSR joint venture Orimi Wood (Saint Petersburg), Danapris Company, and the information analysis department at the Real Group.
In 2003, Khmelnytsky graduated from the Law Department of Taras Shevchenko National University of Kyiv.
Khmelnytsky was also a people’s deputy of five convocations. He was elected to the parliament for the first time in 1998, representing the Party of Greens. During his tenure, he worked in various factions and deputy groups. In 2014 he finished his political activities as a member of the Sovereign European Ukraine deputy group. At present, he does not belong to any political parties.
Vasyl Khmelnytsky, together with his partners, invests in the development of various businesses in Ukraine and they prefer cooperation and joint management. Almost every project has its own configuration of shareholders and management.
Today, the entrepreneur’s core activities are focused on real estate development business. He is a majority shareholder of UDP company, which implements big infrastructure projects, including Kyiv International Airport, Ocean Plaza shopping mall, and such residential complexes as Novopecherski Lypki, the Boulevard of Fountains, River Stone, and Parkove Misto. Khmelnytsky also invests in BIOFARMA (pharmaceuticals), StarMedia (production of films and TV programs), RTM (national advertizing operator). On his plans are the creation of hi-tech industrial facilities, the development of innovation parks, and attracting foreign investment and technologies to Ukraine.
Public initiatives supported by the businessman include projects of the Osvitoria Social Organization, a modern secondary school Novopecherska School in Kyiv and ILearn online platform for orphans and children from needy families; a master’s level program in public administration at the National University of Kyiv-Mohyla Academy, the inter-corporate IT university BIONIC University (the first of its kind in Ukraine), publishing project Khmelnytsky’s Library.
In 2015, Vasyl Khmelnytsky united his public activities into K.Fund. The fund’s goal is to help talented young people achieve success in Ukraine and give young professionals the keys to open up new horizons and find a way towards their dreams.
