ULIE – A Reliable Partner

 

The Ukrainian League of Industrialists and Entrepreneurs (ULIE) is a powerful public association that unites representatives of large, medium, and small businesses, traditional enterprises with a century-long history, cutting-edge high-tech companies, exporters, and producers for the domestic market. The League traces its history back to February 15, 1992.

ULIE comprises 24 regional branches and has representative offices in Poland, the Czech Republic, Qatar, Canada, and other countries. Dozens of new members join the organization every year.

As early as 2007, ULIE introduced and has since annually maintained a quality management system under ISO 9001:2000.

The League cooperates with more than 100 public organizations and industry associations. Since the beginning of russia’s full-scale war against Ukraine, ULIE initiated the establishment of the Anti-Crisis Economic Stability Headquarters under martial law, with the participation of representatives of the Verkhovna Rada, National Security and Defense Council, Cabinet of Ministers, Office of the President, National Bank of Ukraine, and others. A number of the Headquarters’ decisions have already been implemented through government regulations and parliamentary legislation. Complex business cases are also being resolved together with the tax authorities.

ULIE operates in close partnership with the Association of Employers’ Organizations of Ukraine, which actively cooperates with the International Labour Organization (ILO) and is a key participant in Ukraine’s social dialogue.

ULIE maintains effective communication with all branches of government: the Verkhovna Rada, the President’s Office, the Cabinet of Ministers, the National Security and Defense Council, the State Tax Service, anti-corruption agencies, the National Bank, local governments, trade unions, and all major business associations. ULIE is a signatory of a Joint Statement with the Government on deepening state-business dialogue.

ULIE is headed by Anatoliy Kinakh, a well-known statesman, former Prime Minister of Ukraine (2001–2002) and five-term Member of Parliament.

Defending the Rights of Entrepreneurs

The core mission of ULIE is to strengthen the resilience and self-sufficiency of Ukraine’s economy, ensuring systematic protection and support for industrialists and entrepreneurs. To achieve this, the League carries out:

  • Research into the needs of the industrial community, sectoral interests, challenges faced by SMEs and self-employed individuals;
  • Legal support for entrepreneurs – consultations, statements in support of businesses on behalf of ULIE and its partners;
  • Expert forecasts for economic and financial developments, calculations of the impact of legislative and regulatory acts;
  • Cooperation with relevant parliamentary committees, preparation of business proposals for legislation, and lobbying in the public domain;
  • Joint meetings with government officials and representatives of public authorities.

ULIE supports the activities of the Business Ombudsman Council in Ukraine, alongside other stakeholders.

Current ULIE priorities include:

  • Preserving and developing Ukraine’s human and labor potential;
  • Creating a favorable business climate – access to financial resources and ease of doing business;
  • Modernizing national industry in line with global standards, introducing innovative production and shaping a national industrial development strategy;
  • Supporting self-employment and small/medium-sized businesses;
  • Ensuring effective protection of property and investor rights.

Ukrainian Business on the Global Stage

ULIE organizes large-scale business forums and delegates representatives to intergovernmental cooperation commissions.

The League cooperates with the World Bank, UNIDO, EBRD, the UN Global Compact, USAID, UNDP, the IMF, the European Commission, and the European Parliament.

ULIE actively advocates for increased international support for Ukraine’s post-war recovery. In 2022, ULIE became an observer member of the Business at OECD association, the largest business platform within the Organisation for Economic Co-operation and Development (OECD).

ULIE also serves as the Ukrainian administrator of Lithuanian reconstruction projects for social infrastructure in Irpin and Borodianka, hosted the first US-Ukraine Industrial Forum, and organized training sessions for Ukrainian businesses on documenting war-related damages for future compensation from confiscated Russian assets. It also promotes energy efficiency training (with ILO support).

At ULIE’s initiative, the Premier-U Foundation was established in Poland to promote Ukraine internationally and attract investments to modernize the economy. Its Supervisory Board already includes former prime ministers of Ukraine and Poland, and plans are in place to engage ex-prime ministers from other EU countries.

ULIE President Anatoliy Kinakh was elected Chairman of the Reconstruction of Ukraine Council under the Lives Amplified Global Leadership Organization (New York, USA). This organization focuses on development projects, access to capital, strategic partner communications, and public-private partnerships.

ULIE maintains bilateral cooperation with business associations in nearly 100 countries, promoting Ukrainian exports, business partnerships, and foreign investment.

ULIE has a strong relationship with BUSINESSEUROPE, one of Europe’s largest and most influential business associations, having signed a memorandum of cooperation in 2016.

Together with the Confederation of Lithuanian Industrialists, ULIE founded the Ukrainian-Lithuanian Business Council, which remains active today.

ULIE is also strengthening ties with Latvian business and financial institutions. In 2005, a memorandum was signed with the Latvian Investment and Development Agency (LIAA) to support innovative projects and Ukrainian startups, especially among youth. A group of ULIE-affiliated food companies regularly participates in the Riga Food international exhibition.

Corporate Security

ULIE’s corporate security system helps enterprises resist illegal takeovers, provides consultations on setting up corporate security services, protecting trade secrets, and ensuring the physical and technical security of people and property.

It also offers expertise on vetting business partners, HR security, communications protection, safeguarding premises against unauthorized access, and intellectual property protection.

ULIE’s Department of Corporate Security can involve independent professional experts in economics, law, security, and related fields, depending on the situation.

The Department maintains partnerships with trusted corporate security firms and assists businesses in establishing communication with regulatory and law enforcement authorities.

Social Responsibility

ULIE and its member companies uphold the principles of corporate social responsibility. The League was one of the first in Ukraine to support the Network of Integrity Business and has been a UN Global Compact signatory since 2008.

ULIE cooperates with research institutions such as the National Academy of Sciences of Ukraine, the Institute of Evolutionary Economics, and Taras Shevchenko National University of Kyiv. It supports student competitions and academic initiatives.

The League organizes and supports traditional events for children to mark St. Nicholas Day and Children’s Day.

Among the team’s initiatives are: establishing a Museum of Industry in Ukraine, promoting the Ukrainian language in European tourist programs, and more.

ULIE prioritizes volunteer efforts, including support for the Armed Forces of Ukraine, assistance with the rehabilitation of military and civilian victims of Russian aggression, and strengthening the country’s healthcare system.

ULIE has signed memoranda of cooperation with the Ukrainian Women’s Guard NGO, the First Volunteer Mobile Hospital named after Mykola Pirogov, and others.

Together, these parties are working on social and labor adaptation for veterans, their families, the families of fallen soldiers, volunteers, and internally displaced persons (IDPs).
